    Approving Corrective Action for 20+ CACFP Reviews.

    During one particularly busy summer, a large state agency found itself with several complicated CACFP reviews with multiple findings awaiting corrective action documentation and approval. State agency staff were needed to approve renewal applications and conduct training for the upcoming year. The SA turned to CN Resource to process the corrective action submissions for the 20+ sponsors and then close out the reviews. CNR was able to free up the SA staff to focus on the upcoming year and still complete the corrective action process in a timely manner.

    Emergency Management of a Large CACFP Sponsor

    In January of 2024, a large sponsor of over 200 unaffiliated sites was experiencing turmoil between the Board and Management. The conflict over improper payments and other questionable practices led to the CEO and COO resigning. The board reached out to the State Agency, who contacted CNR, about temporarily overseeing the sponsor until a new CEO could be hired. CNR staff quickly completed an evaluation of the entire operation and put a four-month plan into place to update technology, accounting, HR, payroll, benefits, operations, and customer service. Activities included monitoring visits of several sites and a survey of all sites to receive feedback on current operations. In addition, IT and HR experts were brought in to overhaul archaic practices. By June of that year, a new CEO took over the reins and is doing a fantastic job today.

    Food Service Management Company RFP Templates

    In 2025, CNR was asked to create three RFP Templates for the State of Alaska. The RFPs would be used to procure FSMC services, vended meals, and/or menu and consulting services These RFP’s needed to work for each program; NSLP, SBP, CACFP and SFSP and be able to address the FFVP as well. The templates had to cite applicable CFR’s and Statutes. The first template was a full RFP template, the second was for Vended Meals and the third was for Menus and Procurement. They also needed to be WCAG 2.1 compliant. The state will be making the templates available to the sponsors in October 2025.

    Food Safety Plan Aligned with Updated State Food Code

    In 2025, CNR was asked to complete an updated Child Nutrition Food Safety Plan which also integrated the updated Food Code for that state. This HCCCP plan had to be WCAG 2.1 compliant. CNR staff started with the well-respected Food Safety Plan from the Institute of Child Nutrition and then added additional standard operating procedures (SOP’s) as required by the state agency. Each SOP has the regulations cited, links to relevant forms and websites, and cross references to related SOP’s.

    Assistance with Management Evaluation Findings

    In 2025, CN Resource assisted a state agency with a ME finding by developing training around the Administrative Review process. CN Resource created a 60-minute webinar which covered AR requirements, the review process, and the required forms. To accompany the webinar, we created a digital comprehensive reviewer manual which included several resources including a flow chart of the administrative review, a checklist of required forms to collect question by question guidance, and fiscal action guidance. With these tools and resources in place, we were able to help the state agency reply to their ME, but more importantly, we were able to help them achieve continuous improvement.

    District of Columbia Titan Menu Project

    When the District of Columbia switched to a new nutritional analysis menu software, they needed help entering hundreds of ingredients and recipes as well as entering the medical statements for a large number of students. CNR further updated tags for active and inactive allergy menu management in the new nutrition software. After a competitive bidding process, the district contracted with CNR to complete all of these tasks before the school year began. The menu team quickly met with the leadership of the DC Nutrition Department and put a plan in place to finish ahead of schedule with a quality control check of all entered data. Bi-weekly update meetings were held along with a regular status report. The project finished on time, and played a small part in a successful back to school launch by DC’s nutrition professionals.

    Community Eligibility Application Approval

    In 2023-2024 the state of Colorado implemented the Healthy School Meals for All program that provided meals free of charge to all students in participating schools. One of the program criteria was to implement CEP as instructed by the state agency. The number of schools opting into CEP skyrocketed as a result of the program. The state contracted with CNR to work with sponsors to collect CEP documentation, review all information, and determine the Identified Student Percentage (ISP) for each school. CNR completed CEP validations for over 75 schools between May 1, 2024, and September 1, 2024.

    State Agency Model Cycle Menu

    In 2021 the state of Idaho contracted with CNR to create a State-specific cycle menu for breakfast and lunch that all sponsors could access and use. The deliverables are outlined below.
    • 4-week cycle menu
      • Breakfast Grade Groups
        • K-12
      • Lunch Grade Groups
        • K-5
        • 6-8
        • 9-12
    • Menu Specifics to include:
      • Two entrees planned per meal
        • Breakfast will include 1 hot entrée option and 1 cold entrée option (grab and go style cold item).
      • Include a combination of both heat and serve and scratch recipe entrees.
        • Utilize the USDA recipes for scratch recipes.
      • Include a daily salad bar that has all the components to use every day OR the option to have the fruit or vegetable on the line with the menu.
    • Incorporate USDA Foods into the menus such as canned peaches, pears, green beans, garbanzo, and pinto beans.
    • Incorporate state specific student favorites
    • Menu will be designed for both 4 day and 5-day menus.
      • Create a 5 day menu and then copy and adjust for a 4 day menu.

    State Agency Training Module Review and Test

    A state agency was in the process of creating new learning modules for sponsors. They asked CN Resource to assist by reading over the materials for grammar and understanding and testing the working modules. CNR staff took each training module, experimenting with correct and incorrect responses, to see if the training module provided the correct feedback to each response. We sent our analysis, and corrections were made thus yielding a beautiful final product to assist sponsors in their CACFP learning.
